Pocatello Council Approves Nonbinding ISU Partnership Agreement

The Pocatello City Council gave final approval Thursday night to a new cooperative framework with Idaho State University. The Bengal Community Partnership Agreement creates a formal channel for coordination between municipal leaders and university administrators without imposing financial or legal mandates on either entity.

Structure of the Joint Cabinet

The agreement establishes a joint cabinet designed to align strategic goals and improve communication. The body will be co-chaired by the ISU president and the Pocatello mayor. Each organization is tasked with appointing four representatives to fill seats on the cabinet.

Membership is flexible, allowing both institutions to select from elected officials, senior administrators, staff members, students, or community stakeholders. Administrative support for the group will be handled jointly by university and city personnel.

Operations and Focus Areas

The cabinet is scheduled to convene at least once per quarter. The agreement includes provisions for additional meetings or joint sessions with neighboring regional partners when necessary. Its primary duties involve maintaining regular dialogue, identifying shared priorities, and ensuring university initiatives complement local objectives.

Potential areas for collaboration include:

  • Public safety and emergency coordination
  • Transportation
  • Housing
  • Economic development
  • Arts and tourism
  • Strategic growth
  • Community events

The cabinet holds the authority to form standing committees or project-specific working groups to execute designated tasks. Each year, the group will select a limited number of priority initiatives and establish metrics to measure their performance and impact.

Nonbinding Nature of the Deal

Officials clarified that the document serves as a statement of goodwill rather than a binding contract. It creates no legally enforceable obligations, financial commitments, or regulatory authority. Any specific projects pursued under this partnership must still undergo standard approval procedures within both municipal and university governance structures.

The agreement is designed to auto-renew annually. Both entities retain the right to propose changes or amend the terms at any time.
