Bannock County Prosecutor Opens Investigation into Portneuf Valley Soccer Club Finances

A forensic accounting review commissioned by a longtime Pocatello youth soccer organization has triggered a formal criminal investigation, with the Bannock County Prosecutor’s Office confirming it is now evaluating findings related to potential financial misconduct.

Bannock County Prosecutor Ian Johnson confirmed this week that an investigation is underway following the receipt of information from the Portneuf Valley Soccer Club, a non-profit organization that has served southeast Idaho families since 1982. The club, originally founded as Gate City Youth Soccer, has grown into one of the region’s premier youth athletic programs over more than four decades of operation.

Board Acts After Financial Irregularities Flagged

According to a news release from the organization, the club’s Board of Directors moved quickly after becoming aware of concerns about how organizational funds may have been handled. The board brought in a qualified forensic accounting firm to conduct a thorough review of the club’s financial records and transactions.

“Upon becoming aware of information suggesting potential misuse of assets, the Board of Directors took decisive action,” the club stated in its release.

Once that forensic review was completed, the findings were forwarded to Bannock County’s prosecuting attorney for evaluation — a step that has now led to a confirmed criminal investigation. The club has not publicly identified any individuals in connection with the alleged financial irregularities.

Forensic accounting is a specialized discipline that applies accounting principles to legal proceedings and investigations. When non-profit organizations retain forensic accountants, it typically signals suspicion of embezzlement, fraud, or misappropriation of funds — though the exact nature of the potential misconduct in this case has not been publicly disclosed by either the club or the Prosecutor’s Office.

Programs to Continue; Club Declines Further Comment

Despite the ongoing investigation, Portneuf Valley Soccer Club leadership emphasized that the organization’s day-to-day operations will not be disrupted. All programs and leagues are expected to continue functioning normally, and the club said it remains committed to serving its members throughout the process.

However, club officials made clear that the investigation itself will remain in the hands of prosecutors going forward. “Because the matter is under review by the prosecutor’s office, PVSC will not make comments on individuals, evidence or potential legal proceedings,” the release stated.

The club’s position — handling the matter internally through professional forensic review before handing it to law enforcement — reflects an approach consistent with responsible governance for non-profit organizations that are accountable to members, donors, and the broader community they serve.

A Deep-Rooted Organization in Bannock County

Portneuf Valley Soccer Club’s history in the Pocatello area stretches back more than 40 years. Founded in 1982 under the name Gate City Youth Soccer, the organization has introduced generations of southeast Idaho youth to competitive and recreational soccer. As a registered non-profit, the club depends on membership fees, donations, and community support to fund its programs — making the integrity of its financial management a matter of direct concern to families and sponsors throughout Bannock County.

The fact that the board acted swiftly to engage an outside forensic accounting firm, rather than attempting to resolve matters internally without transparency, may reflect well on current club leadership. Non-profit boards bear a fiduciary duty to protect organizational assets, and self-reporting potential wrongdoing to prosecutors is the appropriate course when misuse of funds is suspected.

Pocatello and the surrounding communities continue to see civic and economic activity across multiple sectors. Separately, development interests have also been active in the area, as evidenced by recent commercial land acquisitions such as the Lex Development purchase of a 59.7-acre former industrial site in Pocatello, signaling ongoing investment confidence in Bannock County’s future.

What Comes Next

The Bannock County Prosecutor’s Office will now assess the forensic accounting findings to determine whether criminal charges are warranted and, if so, against whom. Investigations of this nature can take weeks or months depending on the complexity of the financial records involved. No charges have been announced at this time, and no individuals have been publicly named as suspects.

Members and families involved with Portneuf Valley Soccer Club’s programs are encouraged to continue participating as normal, as the club has stated its operations will not be affected. Further updates are expected as the Prosecutor’s Office completes its review.
